{"id":88,"date":"2020-07-18T18:00:41","date_gmt":"2020-07-18T15:00:41","guid":{"rendered":"https:\/\/scale.co.ke\/blog\/?p=88"},"modified":"2022-08-04T19:08:27","modified_gmt":"2022-08-04T16:08:27","slug":"why-an-agpo-certificate-is-important-for-your-business","status":"publish","type":"post","link":"https:\/\/scale.co.ke\/blog\/why-an-agpo-certificate-is-important-for-your-business\/","title":{"rendered":"Why an AGPO Certificate Is Important For Your Business"},"content":{"rendered":"<h2>What is AGPO?<\/h2>\n<p>AGPO stands for \u2018Access to Government Procurement Opportunities\u2019 &#8211; an affirmative action program launched on 16th October 2013 that facilitates the legal requirement for disadvantaged groups to access 30% of all public tenders. According to the <a href=\"https:\/\/scale.co.ke\/blog\/wp-content\/uploads\/2021\/10\/PPADARevisedEdition-2016.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Public Procurement and Asset Disposal Act (2015)<\/a>, enterprises in which a majority of members or shareholders are youth, women and persons with disabilities are classified under \u2018disadvantaged\u2019 group and are eligible to get an AGPO Certificate.<\/p>\n<p>The Act outlines special preferences and reservations that are meant purposes of enhancing the ease of participation for the following target groups:<\/p>\n<ul>\n<li>Disadvantaged Groups (Youth, Women, and Persons with Disability)<\/li>\n<li>Small Enterprises<\/li>\n<li>Micro Enterprises<\/li>\n<li>Citizen Contractors<\/li>\n<li>Local Contractors<\/li>\n<li>Citizen Contractors in Joint-venture or Subcontracting arrangements with foreign suppliers.<\/li>\n<\/ul>\n<p>The AGPO program is aimed at empowering enterprises owned by these disadvantaged groups by giving them more opportunities to do business with the Government. To benefit from the preferences and reservations set out for youth, women and persons with disabilities, you must be a legal entity that:<\/p>\n<ul>\n<li>is registered with the relevant government body<\/li>\n<li>has at least seventy percent (70%) membership of youth, women or persons with disabilities and;<\/li>\n<li>the leadership shall be one hundred percent (100%) youth, women and persons with disabilities, respectively.<\/li>\n<\/ul>\n<h2>How does one become part of AGPO?<\/h2>\n<p>Well, for you or your business to take advantage of the procurement opportunities set out for youth, women and persons with disabilities, you must:<\/p>\n<ul>\n<li>Have or register a business enterprise in the form of sole proprietorship business, partnership business or a limited company.<\/li>\n<li>Acquire a PIN and tax compliance\/ tax exemption certificate from the Kenya Revenue Authority website.<\/li>\n<li>Get a partnership deed from a lawyer if your business is a partnership OR if it is a limited company, get a CR12 from the registrar of Companies (system generated soft copy).<\/li>\n<li>Open a bank account for the business (if you don\u2019t have one) and acquire a bank reference from the bank.<\/li>\n<li>Acquire all required certifications from professional bodies and authorities such as National Construction Authority, Insurance Regulatory Authority, ICPAK, LSK, National Council for Persons with Disabilities, NEMA, ERC and all other authorized bodies depending on the nature of your business.<\/li>\n<li>Apply for the AGPO certificate on the <a href=\"https:\/\/agpo.go.ke\" target=\"_blank\" rel=\"noopener noreferrer\">AGPO website<\/a> or visit your nearest Huduma Centre.<\/li>\n<li>Once you register and obtain the AGPO certificate, you are at liberty to apply for the opportunities available on <a href=\"https:\/\/scale.co.ke\">www.scale.co.ke<\/a> tagged as AGPO.<\/li>\n<\/ul>\n<figure id=\"attachment_890\" aria-describedby=\"caption-attachment-890\" style=\"width: 1000px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" class=\"size-full wp-image-890\" src=\"https:\/\/scale.co.ke\/blog\/wp-content\/uploads\/2020\/07\/blog-agpo-sample.png\" alt=\"\" width=\"1000\" height=\"704\" srcset=\"https:\/\/scale.co.ke\/blog\/wp-content\/uploads\/2020\/07\/blog-agpo-sample.png 1000w, https:\/\/scale.co.ke\/blog\/wp-content\/uploads\/2020\/07\/blog-agpo-sample-300x211.png 300w, https:\/\/scale.co.ke\/blog\/wp-content\/uploads\/2020\/07\/blog-agpo-sample-768x541.png 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption id=\"caption-attachment-890\" class=\"wp-caption-text\">Sample AGPO Certificate<\/figcaption><\/figure>\n<h2>What are the benefits of having an AGPO Certificate?<\/h2>\n<p>Having the AGPO certificate provides entrepreneurs with various benefits that are regularly reviewed and updated by the government through the Director of Public Procurement and the PPRA offices.
